Honestly if there was going to be a Zutara 2.0 the only pairing I've seen for LoK that could possibilty end up like that is Tahnorra.
Though it has it's own dynamic and it's not completely like Zutara at all. Bad boy + headstong girl, that might be the only thing similar.
So, in short no Makorra is NOT Zutara 2.0 infact no pairing for LoK would because let's face it. Zutara is FANTASTIC even if it's just friend!zutara =P

Time for a rant.
Zutara and Makorra barely have any similarities. At all. Like many others have mentioned, the only similarities the pairings have are their heritage. That being said, the personalities, first off, were nothing alike. Mako is a very upfront kind of guy. Unlike Zuko, he doesn't find communicating his thoughts and emotions difficult. He's also a very calm person. Broody, yes, but not nearly as temperamental as Zuko is. He's also kind of insensitive. Mako took no heed to his girlfriend after they sound Korra on Naga, I mean I know he had feelings for her he didn't know about but come on, he should've at least been more subtle or have been more clear with Asami . Zuko was insensitive the beginning but not naturally. Zuko was insensitive because he was bitter, traumatised and embarrassed but when he joins the gAang he was Mostly aware of how to treat everyone and knew them well enough to know how to win them over. Finally, Mako had everything planned out for him and his brother and he doesn't go into a situation blindly without thinking first, which is the complete opposite of Zuko.
Moving on to Korra and Katara. Basically both of them are headstrong, yes, but in completely different ways. Katara is headstrong like an adult and Korra is headstrong like, well, a teenager like she is. Katara, like she said, will never ever turn her back on people who need her, she tackles responsibility head on and doesn't expect anyone to take the weight off of her shoulders. While a lot of people see this to bossy, I find it really admirable. Katara will battle and go against anything or anyone that threats her, the people she loves and her morals. Korra, however, is rebellious. She's completely determined to prove to everyone that she is perfectly capable of taking on any challenge and that she's fearless. She probably does this because she's the Avatar and doesn't want anyone to question her position. So while Katara and Korra are both headstrong, they are that in two completely different ways that I can't see them as similarities.
I agree with Emletish when she said that Bryke assumed that we shipped Zutara just because of the opposing elements and nations. This is so ironic to me because first off, they're completely wrong and secondly I find it funny that they know nothing of the two characters they created and their relationship with each other. Although the fire/water thing is a cool attribute to the ship, it's only a bonus. We love Zutara because of the connection and how it makes a lot of sense. I really dislike it when people of other Avatar ships assume that we like Zutara purely because it's "hot and sexy".
Finally I also agree with honeybee, unlike a lot of others, I also believe that Makorra was forced. Here's a list why:
1. In the first few episodes Mako showed absolutely no interest in Korra. None. Every time she acted goofy towards him, he acted perfectly casual and sometimes gave her weird looks. Even when she confessed her feelings for him he let her down immediately and the look on his face was sympathetic not upset.
2. As soon as he saw Korra with Bolin that's when his feelings randomly kicked in. To be honest I felt as though I was watching Kataang in a different form. Katara is Mako and both displayed no romantic feelings and when they do it's very sudden with no reasonable reason why.
3. Compare the development of the Makorra relationship to all the relationships in ATLA. Nearly all of them were fantastically developed and very realistic. Zutara had a connection, Sukka was probably the most realistic pairing on the show, Taang had some cute moments and made sense, Tokka was really cute and I really liked it and even Kataang was more developed than Makorra. The only ships that I didn't like because they lacked everything was: Maiko and Zuki.

Essentially, I agree. I bet they took advantage of the popularity in order to make something 'like it', but only on a surface level and with some story parallels. Oh and just for kicks, made the actions parallel too! Check this out.
But no, they'd never actually recreate a 'second Zutara'. Besides, that would require effort on their part, and let's be honest, they've never bothered trying to actually understand Zutara to begin with.
